Constructs a RingCentralSoftphoneHandle over the real ringcentral-softphone + werift-rtp packages (lazily loaded), or over injected fakes in tests. Does NOT register — the caller (the server manager) calls RingCentralSoftphoneHandle.register at boot.

  SIP device credentials + codec (resolved upstream — never inlined).
