OptionalIs§7 — TRUE only when this schema is an AUTHORITATIVE live enumeration of the FULL gamut the
credentials expose (a real list/describe endpoint that returns everything accessible). When true,
a comprehensive refresh may DEACTIVATE declared/discovered objects/fields ABSENT from it (the
source genuinely dropped them). When false/undefined — the default, and the case for stubbed
discovery (DiscoverObjects returns nothing) or a CACHE-DRIVEN IntrospectSchema (which just
re-reads persisted metadata) or any partial/scoped discovery — deactivation is FORBIDDEN, because
absence proves nothing and would wrongly wipe the Declared metadata that is the only source.
