Toolbar config for custom-layout forms (Actions, AI Agents, etc.) that
manage their own panel open/closed state and layout. Hides the entire
right-hand section-controls group since search/expand-all/width-toggle
don't apply to forms that don't use MJ collapsible panels.
Still shows the left-side action buttons (edit, save, delete, favorite,
history, lists, tags, changes) — those work the same for any entity form.
