Function GetModelCatalogSessionSettings

Projects an EFFECTIVE model-catalog configuration (the resolved AIModelType < AIModel < AIModelVendor cascade — see AIEngine.GetEffectiveModelConfiguration) onto the flat Config-bag keys the realtime drivers consume. The result merges as the BASE layer of the session bag — below the agent/app realtime.session tuning and the runtime bag — so the catalog supplies defaults that every higher layer may refine.

Currently projected: Realtime.TurnDetection → the turnDetection bag key. New catalog-driven session knobs project here — one function, both topologies.
