Function BuildActionOutputObject

Projects an action's Params and optional Message into the flat output object exposed to steps.<id>.* references and outputMapping rules in both in-turn (BaseAgent) and durable (TaskGraphActionRunner) execution.

Parses a structured JSON-object resultMessage first (so actions returning JSON metadata in Message expose their fields directly) and overlays declared Output and Both parameters on top.
