Clusters executed ad-hoc runtime task graphs by structural similarity and cross-checks each cluster against existing saved Flow workflows to surface:
1. PromoteToWorkflow: Novel recurring successful patterns ready to canonize.
2. EvolveExistingWorkflow: Recurring patterns that extend/modify an existing saved workflow.
3. ExistingWorkflowDiscoveryGap: Ad-hoc runs that rebuild an already-saved workflow from scratch.
