Function DecryptDiagnosticBundle

DecryptDiagnosticBundle(
envelopeBytes: Uint8Array,

): Promise<DecryptDiagnosticBundleResult>
Decrypts and verifies a .mjdiag.enc envelope:
1. Inspects header and resolves recipient private key by recipientKeyId
2. Optionally verifies customer Ed25519 sender signature
3. Performs X25519 + HKDF-SHA256 key derivation and AES-256-GCM decryption with header AAD
4. When the header carries manifestSha256, requires it to equal the SHA-256 of the decrypted bytes -> MANIFEST_SHA256_MISMATCH
5. Runs VerifyBundleArchive() on the decrypted .mjdiag ZIP bytes
