Creates a temporary active MJ: File Storage Providers row with a unique test-only
ServerDriverKey / ClientDriverKey (MJITMemoryStorage-<marker>), registers an in-memory
FileStorageBase under that key only, creates a temporary storage account fixture on that
provider via CreateAccountFixture, refreshes the storage and credential caches, and asserts
AIEngine.Instance.ResolveAgentStorageAccountID and AIEngine.Instance.ResolveAgentStorageAccount
for Video Studio resolve unambiguously (Ambiguous: false) to the fixture account.
Returns the reason instead of a handle, after cleaning up, when CreateAccountFixture cannot get a
credential for the account (for example, CI has no credential to reuse and no encryption key to save
one). Every other setup failure throws, including an account that fails to save.
