Function MatchesToolbarActionEntityScope

Evaluates whether a FormToolbarActionRegistrationMetadata.EntityScope matches the given EntityInfo.

Supported scope patterns:

• undefined or '*': matches all entities
• 'schema:<schemaName>': case-insensitive match against entityInfo.SchemaName
• Glob pattern containing '*': case-insensitive wildcard match against entityInfo.Name
• Exact string: case-insensitive match against entityInfo.Name
• Array of patterns: matches if any element in the array matches
