Downloads an app's .sql migrations from the repo at the ref its version is tagged under.
appName is the manifest's own name, for the same reason the manifest fetch needs it: a
package-tagged monorepo publishes @memberjunction/connector-pheedloop@1.4.6, never the folder
form Events-PheedLoop@1.4.6, and unlike the manifest fetch this call ALWAYS has a version
(manifest.version is required by the manifest schema) — so it never falls back to HEAD and the
composed folder ref 404s on every install, upgrade and teardown of such an app.
