carrying a specific sessionId (sessionId !== '*') are dynamically routed in $O(1)$ to
PUSH_STATUS_UPDATES:session:<sessionId> instead of waking every connected browser tab.
Wildcard (sessionId === '*') updates continue to publish on PUSH_STATUS_UPDATES_TOPIC.
