Estimate a test's execution duration in seconds for LPT shard balancing. Priority:

1. Configuration.estimatedDurationSeconds (if positive number)
2. KNOWN_INTEGRATION_TEST_WEIGHTS_SECONDS by leading IT<number> prefix in test.Name
3. DEFAULT_TEST_WEIGHT_SECONDS (4s)
