Interface IDiagnosticMalwareScanner

Pluggable malware scanner interface for the MJAPI Diagnostic Bundle Intake pipeline. Runs AFTER cryptographic envelope verification (DecryptDiagnosticBundle) and strict ZIP structural validation (VerifyBundleArchive), and BEFORE promoting the bundle from the Quarantine MJStorage location to the Verified MJStorage location.
