    Records the sync decided not to write because the content hash matched. plan.md wants this next to created and updated: "it must show the number of NEW records or update records are being done ... and also how many are skipped, it must be clear. Synced is different between created and updated."

    Optional because the in-process fallback snapshot predates the durable run row and a pre-6.1.x tenant has no ProgressJSON to read an id back out of. A caller that wants to TAIL the run (or name it in a message) needs the id, and re-deriving it from a second query races the run ending between the two reads.
