MentionOnly: a message starts a turn only when it tags an agent (Mention), replies
(ParentID) directly to an agent's message (ThreadReply), or is sent to an active agent by a
confident routing decision (DecisionRouted, when EnableDecisionRouting is on). Any other
message is posted with no turn at all: no reply row, no placeholder and no turn events.
