mutation tier is armed. credentials: the check needs model or service credentials the runner
does not have. fixture: the check needs data CI deliberately does not seed. not-applicable:
the deployment has nothing for the check to examine (a platform-only leg, data MJ does not ship).
pending-ruling: the skip waits on a decision someone else owns; the reason names it.
