WriteRefusalLog

WriteRefusalLog(
    plan: ClonePlan,
    contextUser: UserInfo,
    reason: string,
): Promise<string>
Records a refused run (blocked, or the plan changed since review) as a Cancelled clone log, so every Execute leaves a trace. Written outside any transaction; never throws.
Parameters
- plan: ClonePlan
- contextUser: UserInfo
- reason: string
Returns Promise<string>
the log's ID, or null when it could not be written.
