Optional human-readable identifier surfaced in shutdown logs and used for
de-duplication when Register is called repeatedly with the same instance
but no name. Falls back to the constructor name.
StaticActiveThe most recently started host in this process, for health reporting.
Re-plans and converges runtimes; concurrent calls share one pass. A planning failure keeps the current runtimes.
One-shot mode for container jobs (02 §4.4a): start, receive up to the budget, drain, resolve. The budget counts deliveries RECEIVED, never claims requested, and the run ends only when nothing is pending or in flight (03 §11).
Never throws: a failed pass is logged and reported as {}.
Idempotent: concurrent callers share one promise, which resolves only when the drain has finished (03 §11).
Runs this instance's share of work-queue subscriptions (03 §11). Every claim is atomic against shared state, so any number of hosts may run the same subscription; each host only decides what IT runs. Start, Reconcile and Shutdown are serialized; Shutdown() is one shared promise that resolves only when the drain has finished. Consumers are opened by the host and closed by the host — ConsumerRuntime.Stop() does not close its consumer.
