The name → value form of the redacted parameters, for a persister that stores inputs to be
re-hydrated into a run later — Task.InputPayload for durable entity-action dispatch, which
TaskGraphActionRunner reads back by parameter name.
Differs from RedactParamsToJSON on purpose: a log keeps a suppressed parameter's shape so a
run stays diagnosable, but a payload that will be executed has no use for a shape record — it
would arrive as the parameter's value. A suppressed parameter is therefore omitted, and the action
sees it as absent, which is the honest consequence of choosing not to persist it.
