IsDecisionDiscoveryOn(promptParams: Record<string, unknown>): boolean
Whether the decisionDiscovery setting is on in merged agent-type prompt params. Only true turns it on. Discovery runs only when the master switch, decisionsEnabled, is on as well: BaseAgent checks both.
