Function ApplyResolvedPayloadAtStart

Fills PayloadAtStart in place on each step whose start is null and whose PayloadAtStartSourceStepID resolves (see ResolvePayloadAtStart), so code that reads PayloadAtStart gets the start payload. Other steps are left as they are. Meant for readers that load all steps of one run; accepts entity objects or plain rows.
