The artifact versions the participants produced, as options for the artifact question: each agent's newest first, labelled with the artifact's name, type and version and the agent that made it.

At most MAX_ROUTING_ARTIFACT_VERSIONS are offered, each once. Every artifact's latest version comes first, in participant order, then each artifact's next newest, and so on; the versions kept stay in the order above.
Parameters
- artifactsByAgent: readonly { Agent: RoutingAgent; Artifacts: readonly RoutingArtifactSummary[] }[]
  Each participant with its artifacts in the conversation, newest first.
