Start the camera with LocalMediaController (in localMediaController.ts), which lists and switches
devices and reports failures as a state, then sample its stream (GetStream('camera')) with a
FrameSampler.
Requests user camera video capture via
navigator.mediaDevices.getUserMedia. Gated on FrameCaptureOptions.ConsentGranted when consent is required.
