Partition entities into destination directories for one artifact kind.
Entities whose override says skip are dropped. Entities with no override
go to defaultDirectory (and are dropped if that is empty).
The default directory is always present in the result when it is set, even
with zero entities. Every caller writes a barrel or module into that
directory that the host package imports unconditionally, so an empty group
must still produce an empty file. A fresh install has no non-core entities
at all, and dropping the group there left entity_subclasses.ts unwritten
and MJAPI unable to start (MemberJunction/MJ#4477).
