A stable, non-cryptographic hash of the goal text (djb2 → hex). The goal is
frozen fixture data: a reword changes the hash and demotes the test to the
LLM tier. Trivial whitespace differences are collapsed first so
reformatting alone doesn't invalidate. Exported sokeying reuses it.
