Turns a failed folder delete into something the person reading it can act on.
Project.ParentID and Conversation.ProjectID are RESTRICT foreign keys, so the delete
fails while anything still points at the row. DeleteProject clears everything it can
reach first, which leaves exactly one interesting residue: a referencing row the caller
is not permitted to read, and therefore could not reparent. The raw message for that is a
constraint name, about a record whose existence is deliberately hidden from them.
The constraint name is the signal, and it is kept in the text — a support engineer needs
it — but it is no longer the whole message.
