Why a form or panel row may not point at this component, or null when it may. Applies when the
row is created or its ComponentID changes.
Without the grant, the component must be the caller's own (IsCallersOwnComponent): used
only by the caller's own personal rows, or used by none and created by the caller. With the
grant, every other row that uses it is checked as ComponentWriteRefusal checks it: a
shared row passes, and another user's personal row refuses everyone, an Owner included. Without
this, a personal row pointed at someone else's component would make that component the
caller's to change, or lock it against everyone else.
