PE14 — Developer can create and update row-level security filters (MJ#4837).
The grant lives in metadata, not a migration. GetUserPermisions is the check Save()
runs, so this fails on a migrations-only database and passes once MJ metadata is pushed.
The Developer row is asserted on its own so a different role cannot make the check pass.
