group and from More. 'more' moves a first-class group into More — only when
EVERY section in that group is empty-'more', so a merged Bill-To / Ship-To
group with rows in one half stays put. Layout is left unchanged. Runs after
user membership so a hidden-when-empty section never reappears through a
persisted rail order, and after the policy decorate so it cannot be undone.
