The patch a COMMITTED resize gesture applies for an item kind, given the gesture's
final bounds:
full-box kinds (shape, highlight, html) commit X / Y / W / H;
markdown commits X / Y / W / H too: its H is a max-height cap (agents set one when
they add a panel), and content beyond it is clipped — so the user must be able to drag
the cap taller to reveal it, or shorter to compact the panel (the board applies H
only when a top / bottom handle moved, so a side handle never caps an uncapped panel);
content-driven-height kinds (sticky, text, image) commit X / Y / W only;
non-resizable kinds (ink, connector) return null (nothing to commit).
