Generates the .github/workflows/schema-consistency.yml workflow for an OpenApp repository.
The generated workflow runs two jobs:
fk-indexes: fast static check verifying every FOREIGN KEY ([Col]) in migrations
has a corresponding IDX_AUTO_MJ_FKEY_{Table}_{Column} index.
catalog-consistency: clean-room SQL Server job verifying MC1–MC4 against the built
database schema (Entity and EntityField registration, generated BaseView and CRUD
procedures in sys.objects, CHECK constraint value-list parity, and physical FK index
coverage in sys.foreign_key_columns / sys.index_columns).
