Sets userHandling.newUserTemplate in mj.config.cjs, so MJAPI builds every user it creates at
first sign-in as a copy of the template user email (through the MJ: Users clone preset).
Replaces an existing newUserTemplate, adds it to an existing userHandling object, or adds a
userHandling section. Autocreation itself is still userHandling.autoCreateNewUsers.
