The rule, in one place: MemberJunction owns the __ namespace. Names MJ itself uses are
reserved by exact match and are never available. __mj_<AppName> is the documented home
for MJ Open Apps. Any other __ name is rejected unless the caller passes
allowDoubleUnderscore.
