Formats the one-line structured note: [channel:<Key>#<instance>] <event> <json>.
Parameters
- channelKey: string
  The channel's key.
- instanceId: string
  The instance's id.
- event: string
  The event name (state_changed, opened, completed, …).
- Optionalpayload: JSONObject
  The JSON payload (omit for an event with none).
