A Decision step retried from Complete keeps its output, because that output holds the usable
answers it already gave, and the graph has already acted on them: the retry asks only the
questions it is holding and keeps the rest (KeptDecisionAnswers). A failed Decision has no
answers to keep, so its output is cleared: whatever is there is its input passed through, and a
decisions entry in it must not be read back as the step's own. Other steps keep their output,
as a failed step always has.
