Why a task cannot be retried, or null when it can.
A Failed task can. So can a Complete Decision step that is holding an answer — one below its
question's minConfidence, or missing — because the edges that read it hold until it is asked
again. Anything else ran to a usable end, or has not ended.
editedInput is the input the retry would run on, as JSON. A held Decision refuses one it could
not read: that input would fail the step before it is asked, and a failed step keeps none of the
answers the graph has already acted on.
