What injecting would do at each threshold: a run is injected when it was on time and its confidence and its anyApplies are both at or above the threshold.
Parameters
- runs: readonly InjectionRun[]
  The usable decision runs.
- thresholds: readonly number[] = DISCOVERY_INJECTION_THRESHOLDS
  The thresholds.
