Function IsPathInside

IsPathInside(childPath: string, parentPath: string): boolean
True when childPath is parentPath or lies under it, after both are resolved.
Parameters
- childPath: string
  The path to test.
- parentPath: string
  The directory it may lie under.
Returns boolean
