Parses a discovery labels.jsonl. Blank lines are skipped. Throws a DecisionCorpusError naming the line when a line is not JSON or does not match the label schema: an agent label needs an agentId, and a none label a kind.
Parameters
- text: string
  The file's text.
- fileName: string = 'labels.jsonl'
  The file's name, for messages.
