Interface AssembleRealtimeRecordingInput

Assemble what exists even when shards are missing (gaps become silence; the result is Partial). Without it, an incomplete ledger hands the claim back (Deferred) so a later assembly can finish it once the missing shards arrive or the grace period runs out.
