    skipCircuitBreaker?: boolean

When true, the run-scoped action circuit breaker is bypassed for this call: none of the pre-execution checks (fatal lockout, identical-arguments rule, consecutive-attempt budget) apply, and the outcome neither increments nor resets the failure history.

Set by the pipeline registry and by the ForEach / While iteration paths. Those callers do their own per-element failure accounting and expect elements to be independent, and there is no model in the loop to act on the breaker's guidance, so counting those calls would let a run of bad elements block the rest of the batch and then block the model's next direct call too.
