    Interface RuntimeStateFragmentInput

    Everything the fragment can carry. Each block is optional so the fragment honors the same includeDateTimeInPrompt / includeScratchpadDocs / includePayloadInPrompt flags the template does: a block the agent has turned off is omitted in either placement.
