    True when this config was skipped because the current user lacks read permission on its entity. The data array will be empty [].

    readDenied?: boolean

    True when a load of this config failed and the permission classifier said the user cannot read the entity, so the config was loaded empty. Cache events never fill it; Config(true) re-evaluates it.
