Skippedis the interesting state and the reason this type exists. A lane is skipped when its restriction could not be applied safely — an unparseable filter, a template that lost a clause, a required metadata key the rendered filter never mentions, a FolderPath that would widen. Only a dry run (ExplainScope) reports a lane as skipped: a real search refuses on the first such lane rather than search the others, so a scope with any skipped lane isReachable: false. The dry run reports every broken lane in one pass, so a scope can be fixed in one sitting.
