Resolves the browser-facing MJAPI origin (http(s)://host[:port]) for MJAPI's realtime HTTP routes, such as the
WebRTC SDP broker at REALTIME_SDP_EXCHANGE_PATH. It is the origin ResolveRealtimeProxyBaseWsUrl
returns, from the same source and precedence, with an http(s) scheme (ws and wss sources become http and
https). Only the origin is kept, because MJAPI serves its realtime routes at the server root, not under the
GraphQL path that MJAPI_PUBLIC_URL may carry. A relative proxyBaseUrl (/) stays relative, for a page served
from MJAPI's own origin.
