Resolves the browser-facing MJAPI websocket origin (ws(s)://host[:port]) for proxy and relay URLs. Precedence:
params.Config.proxyBaseUrl → MJAPI_PUBLIC_URL → GRAPHQL_BASE_URL + GRAPHQL_PORT (defaults http://localhost
and 4000), the env vars MJAPI derives its public URL from. Only the origin is kept; callers append
REALTIME_PROXY_PATH or use BuildRealtimeRelayUrl. ResolveRealtimeProxyBaseHttpUrl returns
the same origin with an http(s) scheme.
