Decodes little-endian float32 bytes into a new Float32Array that owns its memory.
Parameters
- bytes: Uint8Array<ArrayBufferLike> | null | undefined
  Bytes in the persisted vector layout.
Returns Float32Array<ArrayBufferLike> | null
The vector, or null when bytes is empty or not a whole number of float32 values, so a truncated or foreign value is treated as missing rather than misread.
