The starting answers read from a contribution block: the user's own earlier choice when
editing a saved row, or a generated panel's proposal when applying one. A claim the form
cannot honour falls back to the default.
While the form is unread (TargetsUnread), a section, tab, field or in-section claim
cannot be checked, so it is passed through as stated. A grid or panel claim is still checked
against the context's grids and panels. A field claim is matched against the sections' fields
whether or not those were read from the form, so it can name fields the dialog does not offer.
