The winners the rail files, by ContributionSectionKey: they name the entity rather than the wildcard, draw a section rather than a bare strip, and have a section key. Two winners filed under one section key keep the one that ranks higher in the collapse.

The winners among the registrations for this entity or for every entity ('*'): one per key, and each registration that has no key.
